/ L7 ?9 Z' H+ I( r. r The London area unemployment rate edged up to 6.8 per cent last month, the second-highest among major cities in Ontario. Only Windsor fared worse. By contrast, across Canada the economy added 43,000 new jobs in February and the unemployment rate held steady at a 33-year low of 5.8 per cent. 7 A: ]3 K4 R. e
Ontario\'s jobless rate fell to 6.1 per cent, from 6.3 per cent in January.     5 Z! e% R/ W9 g2 ]; K

London was one of several Ontario cities feeling the deep slump in the manufacturing and auto sector. Windsor leads, stuck at 8.7 per cent unemployment. 8 ?# d; E$ a* F% w0 O; N \"Manufacturing is the engine of our economy, but If we continue to lose market share in the auto industry, the job losses will spread,\" he said. ' J% B- ^1 |! |- y: {6 ]
Unemployment was up in the London area even though the labour force shrank by 500 last month to 261,500, a trend that was seen across southwestern Ontario, said Mary Anne Fox of Service Canada. The job losses were concentrated in males over 25.
& P: R7 ~) u( H- _  }; T9 o$ v Carrie said the federal government is turning its back on this region. He said the provincial government is offering targeted help to the manufacturing sector -- a contrast to the broad corporate tax breaks offered by federal Finance Minister Jim Flaherty.
' m2 t. k+ ^! V, o) _ Flaherty was speaking in London yesterday and blamed manufacturing job losses on provincial corporate taxes, which he says are the highest in Canada.
$ V! ^4 Z; e% D+ ]) I0 E \"It discourages investment in my home province and I\'m not going to be quiet about it,\" said Flaherty.     1 S- Y0 l4 ]$ _+ N  Y( _) B
Ontario Finance Minister Dwight Duncan has challenged Flaherty, saying recently the provincial income tax rate of 14 per cent is about average among provinces.   w. ?! s7 u* k
Peter White, CEO of the London Economic Development Corporation said the high-flying Canadian dollar continues to put pressure on manufacturers.
- _* n2 E9 i$ z1 ] \"As soon as the loonie goes above par, that\'s when the US head offices start looking at costs,\" he said.     ! y9 K& f: N- K( _3 L
White said London has held fairly steady in manufacturing jobs compared to other communities.

And London\'s job numbers should improve in the coming months with the expansion of Diamond Aircraft this year and the opening of the new Hanwha manufacturing and Original Cakerie plants next spring, he added.

But workers who have been displaced are struggling and discouraged said Fernando DeMelo, co-ordinator of a job centre for workers laid off by Siemens.

\"One of main jobs here is keeping their morale up. Some of them have been at Siemens for 20 years and they are depressed,\" he said.

</td></tr></tbody></table>  A fuzzy alligator at the front door, teddy bears on a shelf. More than 40 stuffed animals crowd couches, chairs -- every surface in the living room of Chantal Hadija Lomoyo\'s London apartment. " G3 R+ X; H; O  `
The heat is cranked, as is the television, which blasts African Christian videos into this cheerful chaos. Amid Dollarama wall decor that includes a plastic fish, silk flowers and a G.I. Joe doll, the overabundance of used unlit Christmas tree lights somehow fit in here. 8 j; i" l3 a, D9 H% w( I
\"She won\'t take it down,\"says Ally Mbirize, Hadija Lomoyo\'s roommate, grinning as he gestures to holiday garland that has been hanging from the ceiling since Christmas. \"She says it makes her happy . . . so that\'s OK, that\'s no problem. The teddy bears keep her company when I am not home.\" ( ]% l4 Z, Q% m* W* y) R1 ?
Usually, though, he makes sure they are both home at the same time.
! X" g6 N/ Q% J" i- h A year after she arrived in Canada, a refugee who had been tortured by warriors in the Democratic Republic of Congo, Hadija Lomoyo still doesn\'t like to be alone.
' ?8 M) p% y+ w+ U; t When she is alone, she thinks too much. 2 Q, l% \* V. N4 \
The first things you notice about 22-year-old Hadija Lomoyo are physical. She is usually done up, chunky gold jewelry, vibrant makeup, blond, braided extensions.
* M4 x3 V# Z6 A: A# q. e$ } She uses a cane to compensate for her paralysed right leg. The visible scars she suffers -- a trough-like indentation that runs up the top of her leg, a missing kneecap and a deformed foot that barely gets into her used winter boots -- are obvious. & j2 `! w! x4 a5 |* C: z
But like many refugees who have survived torture and war, her physical injuries are nothing compared to the mental torture Hadija Lomoyo deals with five years after the horrifying incident that will haunt her forever.
/ k7 t# B! _# b9 O9 J She was a 17-year-old nursing student in 2002, near the end of Congo\'s brutal five-year-war, when she was  9 Y  w, A9 n: ]. C& r2 q
kidnapped with a peer during a raid. The warriors, she says, used some of the terrifying tactics that have been  4 D; `4 w/ T& o0 F0 f4 q
documented by Human Rights Watch during the war. The men killed her friend first, she says, and ate the teen\'s raw flesh. Then they turned to Hadija Lomoyo, intending to do the same. The angry men cut into her, ate her flesh in front of her eyes, but spit it out, saying she didn\'t taste right.
! [7 J# f  m2 X0 X: E/ `' Y: V They left her to die, and part of her did.
8 y9 s% u  {6 e) l: K  u5 C) n3 @% e0 x --- 9 b" m0 w6 f0 V  ]' e3 A$ D
Exactly one year ago, Hadija Lomoyo arrived in Canada with her then-husband, a man who helped take care of her after she was attacked by thugs while living in a Ugandan slum.
8 F5 m( t# U2 N. l  {1 p. m9 ~- @ They were sponsored by a church in Chatham through the federal government\'s Joint Assistance Program, meant especially for refugees with special needs. Through the program, a private sponsor helps the newcomers with living arrangements and local needs, while the government helps financially.

People who come in through the program are sponsored for two years, rather than the one-year of funding provided most government-assisted refugees.
- O. A- f; a: ?' z$ o' s& t  Excited parishioners at Chatham\'s Christ Church welcomed Hadija Lomoyo and her husband with a furnished apartment, home cooked meals and rides wherever they needed. They knew Hadija Lomoyo had some \"mobility issues,\" says Rector Paul Millward.
' e" s' ~2 s( F  \"We could do the physical things. We had an apartment and filled it with furniture, lined up (English as a Second Language) classes and people to give help with transportation, and people to have them for dinners. There was a team of people to help them in terms of laundry and shopping. That stuff is easy to arrange.\"
8 M/ {, _2 Z) a! i# a4 v  After a few weeks, despite the help, the euphoria began to wear off for Hadija Lomoyo, who felt isolated in a city where she could find few people to speak her native Swahili or Lingala, and no one from Congo. She speaks French as well, but is uncomfortable using it.
6 o. Y8 L5 {& R$ Z) `- c8 X  The couple began fighting -- her needs were too much for him -- and they separated.
: U0 \. f5 a2 E1 U9 L, o" Y2 M$ W  Lonely and depressed, her nightmares never stopped.  
  [; y2 n% @* @( S  I3 J; s  They were at the point -- when the euphoria of safety fades -- when Canada\'s system often falls short for refugees to the country. * P  K( s8 K- J
  \"These were not the types of things Christ Church was  - c) D/ ^0 v1 K: [# F
  prepared to deal with,\" says Millward. \"It was a difficult process. I guess for us it was that we didn\'t have the whole picture. We weren\'t prepared for the ongoing treatment they would need.\" ' `1 s& z! \0 g  S0 ]9 M
  The experience has left him wondering about ways it could be made easier.  3 l1 Y1 H8 V9 o# h

  The Cross Cultural Learner Centre in London, which helps settle 400 refugees a year, would be a better place for Hadija Lomoyo, she and health workers decided, because she needs access to medical care that includes psychiatric counselling, which is easier to find in London. And the city\'s African communities have been growing, including its Congolese community. ' v4 M2 t! v: n9 A+ A
  But Hadija Lomoyo had too many mental demons to live alone. Flashbacks of the attack still tortured her. More recent memories from Uganda -- where as a refugee she was forced to beg for money and food, and where she became an easy target for thugs who beat and robbed her -- left her jumpy, suspicious. 5 h) H, }, C* N
  The only answer was temporary. She stayed at the centre for months as other refugees -- people from Colombia, Afghanistan, Somalia -- came and went. Hadija Lomoyo stayed, on the edge, but cared for by her settlement counsellor and the centre\'s executive director, Mary Williamson, her \"mom in Canada.\"

! S1 Y  T/ }$ h3 Q  \"Right now the biggest gaps we see are in our ability to offer our government-assisted refugees all the medical care they need,\" says Williamson. 0 u) q; w4 W& ?1 @4 A, w
  But Ottawa is \"really trying to resource communities to deal with the changing profile of (government-assisted) refugees,\" she adds. \"We have to continue to advocate for more community resources particularly. This is the right time for change.\"

  Hadija Lomoyo is not always easy to live with. She is much, much better than she was a year ago, say those who know her. 7 F7 R$ S5 V" w: [- q7 q
  Still, despite the antidepressants, she is often overwhelmed with sadness. She keeps her mind busy, tries to keep her life busy -- even if it means blasting Christian music through the apartment she shares with Ally Mbirize, her Muslim roommate.

In London, Hadija Lomoyo has been surrounded by advocates from the Cross Cultural Learner Centre and has been counselled through a pilot project for refugee victims of torture and war run through the association canadienne francophone l\'Ontario.
1 b2 B: C; F" F5 F   Her dramatic tale has broken the hearts of those who work with her and has left focus groups speechless, say Gaston Mabaya, head of the local francophone association, and Perpetue Nitunga, head of Services and Support for 2 K( b+ |8 j6 g' W; h3 ~
   Survivors of Catastrophic Stress and/or War. 6 N  w% p" t* p: |9 x$ l& M; @
   But Hadija Lomoyo is not alone in her mental anguish, a clear case of post-traumatic stress disorder. ; u3 I) K* T$ v. ~6 f
   Her trauma is obvious because of her physical scars, but the scars of many government-assisted refugees are not so obvious, say advocates.
  u1 ^, m: @. H. ^( a/ ]$ \   The francophone association\'s project, about to wrap up its first year, aimed to attract between 30 and 60 clients. Already, the program is helping 65, Nitunga says. ' m1 @# a' u* x* G% T
   Participants receive personal and group therapy.  
# C4 b# E- a1 P; M0 ~   \"Some of them are living a good life, you think. It still surprises me when someone who seems established and integrated says, \'I\'ve been looking for someone to talk to,\' \" she says. . \. z) ]$ c+ W' R
   \"Some say they might have (post-traumatic stress disorder) from seeing family members dying. It is always in their hearts or in their heads. Others are lonely.\"
: R) P! N& B7 G& B* g' R   --- ; K) d2 I9 s! a# b) ^
   Through its Resettlement Assistance Program, Canada accepts more than 7,000 refugees in dire need of resettlement each year -- a $44.5-million humanitarian response to suffering refugees.
( j. _" ?7 K; C) J) M   Because of this program, Canada is regarded internationally as being one of the more compassionate countries, says Susan McGrath, head of York University\'s Centre for Refugee Studies.
" [+ F0 ]5 ], U0 K4 D   \"But in terms of providing humanitarian assistance on the ground, we are weak,\" she says. \"These people all need extended income support and housing assistance and the one-year time limit (two years for those considered to have special needs) just isn\'t adequate for people. ! g) K- G- R) s# S
   \"Our support services on this end are not developed well enough to address these gaps and within a year (government-assisted refugees) are supposed to be independent, but they (often) end up on welfare. And our welfare funding is so inadequate that it is not a sustainable lifestyle. It is difficult.\" " R& y; J$ o# _8 {
   Outreach programs for trauma survivors must be an essential part of any compassionate resettlement program geared at people who have been through war, according to the Canadian Centre for Torture Victims in Toronto, which sees 700 new clients each year. # z6 W; p  Z* G1 v  h6 S5 r) }* C* O
   --- ! T1 r' A  u, V# P; L
   London has the country\'s highest refugee rate per capita, but the only official trauma counselling program is the francophone association\'s pilot project for francophones. It\'s a start, but not enough, Williamson notes. % F0 v, k6 n7 K4 r' H
   Recently, the Cross Cultural Learner Centre, along with partners, applied for funding for a project called Partners in Caring, a community response to refugee trauma. 4 }  u3 n1 A. J( Q* x
   Williamson has long been an advocate for newcomers and she says she hopes such a program would also help educate the public about effects of war and political trauma.
4 }- E2 R% c6 n7 @   Refugee advocates maintain that once the gaps are filled -- if government-assisted refugees receive true compassionate aid -- refugees will be able to thrive and the entire country will benefit. $ J2 r; F, {" N6 {2 q7 M

   Hadija Lomoyo doesn\'t want to be on assistance forever. She wants to give back, she insists, sitting in the cotton African dress she wears for pictures.
! |% ~1 \% s' q) k( \! [   \"I would like to be a nurse one day. I know a lot about clinical,\" she says. \"Once I get my English, I will continue to train and be a nurse.\"

玉震周三表示,外交官的任期都是有限的。卢树民大使在任已经有3年多,他的离任完全属正常调动,现时已经向加方提出新的大使人选。# X+ ^) O: P& k+ p9 \

卢树民於2005年3月中旬接替前任大使梅平抵达渥太华出任中国驻加大使。卢树民於1970年代初曾作为中国政府最早一批派遣海外的公派留学生,在加拿大留学,曾借住在现今安省省长麦坚迪家中;后在加国从事外交工作多年,被认为是中国外交系统內首屈一指的「加拿大通」。0 G8 H$ k% @% Z3 b6 q
卢 树民近期出席的公开活动大都与中国西藏问题有关。根据中国驻加拿大大使馆官方网站,卢树民在3月中旬起陆续接受包括CTV、CBC Radio ONE、《渥太华公民报》、使馆周刊等传媒访问,就西藏拉萨等地发生严重暴力事件阐述中国立场。3月24日,卢树民分別接受了CTV时事访谈节目《麦克达 菲直接对话》(Mike Duffy Live),及加拿大广播公司《国家新闻》(CBC The National)节目的专访。9 y4 N* ?& c. q8 S# C  V

多伦多社区与文化中心主席钟新生表示,卢树民是一位温和而坚持原则的人,富有外交经验,英语能力强,在大是大非问题上能够坚持原则、维护中国的国家形象,並宣传中国的政策及外交路线。
